Roanoke Construction to Be General Contractor on Clinton-Peabody Redevelopment

Roanoke Construction is proud to be a member of the team selected by the Saint Louis Housing Authority (SLHA) to redevelop Clinton-Peabody Apartments. Clinton-Peabody, built in 1942, was one of the first public housing communities built in St. Louis and remains the oldest public housing development in SLHA’s portfolio. The redevelopment team will be led by Preservation of Affordable Housing (POAH), a national non-profit organization based in Boston, with Trivers and Lamar Johnson Collaborative (LJC) rounding out the team as designers and architects.
The entire redevelopment team is committed to keeping residents at the center of the project, and will work collaboratively with residents, the Tenant Association Board, and SLHA to re-envision Clinton-Peabody. Project leaders from POAH, Roanoke, LJC, and Trivers have already begun hosting listening sessions at Clinton-Peabody to engage residents and build consensus on the community’s top priorities. The design of the project and ongoing resident services provided by POAH’s affiliated property management firm, POAH Communities, will utilize best practices in trauma-informed design and care.
POAH will fund the $100 million redevelopment with a combination of private and public funding, including Low-Income Housing Tax Credits (LIHTC), grants, and nonprofit capital funds. The team will submit the first application for LIHTC funds to the Missouri Housing Development Commission in fall 2023. The first phase of construction could begin in late 2024 or early 2025. SLHA, POAH, and Roanoke Construction are strongly committed to utilizing MBE, WBE, and Section 3 firms throughout the project.
